The 9th Dzongkhag Tshogdu of the Third Local Government was convened today, 10th March 2026, coinciding with the 22nd day of the 1st month of the Bhutanese calendar.

The session was chaired by the DT Thrizin and attended by DT members. As observers, Dasho Dzongdag, Honorable MP of Khamaed-Lunana, Dasho Dzongrab, the Rabdey Drungchen, and regional and sector heads were present. The Dzongkhag Tshogdu serves as an important platform for local governance, participatory decision-making, and coordination among local government leaders.

It provides members with the opportunity to review development activities, address emerging issues within the Dzongkhag, and collectively deliberate on policies and plans aimed at improving service delivery and the well-being of communities. In his opening remarks, Thrizin expressed appreciation for the full participation of the members and reiterated the importance of maintaining house decorum, constructive engagement, and due diligence during the proceedings. He also emphasized that active participation from all members is essential to ensure effective deliberations and the timely implementation of development initiatives.

During the first session of the Dzongkhag Tshogdu, a review of the follow-up actions on the resolutions of the 8th Dzongkhag Tshogdu was presented. It was noted with satisfaction that the Dzongkhag Tshogdu Secretariat had successfully carried out the majority of the follow-up activities, and that significant progress had been made in implementing the decisions of the previous session. This was followed by a presentation on the financial progress of the Gewogs, delivered by the respective Gewog Administrative Officers, and the overall financial progress report of the Dzongkhag, presented by the Planning Officer. The report indicated that the overall financial progress currently stands at 59.83%. It was further reported that most of the planned activities are currently in progress and are expected to be completed in the coming months.

The Dzongkhag anticipates achieving 100% financial progress by the end of the Financial Year 2025–2026, reflecting the continued commitment of the Dzongkhag administration and Gewog authorities toward the effective implementation of planned development activities. The Dzongkhag Finance Officer also presented the annual budget proposal for the Financial Year 2026–2027, followed by a presentation by officials from Bhutan Insurance Limited, Punakha. In total, 11 agenda items related to the review of the 8th Dzongkhag Tshogdu were discussed, along with 8 main agenda items for the current session.
