Kuzu-Zangpo and warm welcome to Gasa Dzongkhag website.
Until very recently Gasa Dzongkhag was considered very remote, difficult place to work because of difficult and rugged terrain, dispersed population, limited accessibility compounded by ICT poverty. However, things have improved over the years which can be attributed mainly to the Holistic Development Policy of the Royal Government and provision of modern amenities such as internet, telecom, electricity and the road connectivity. The road has now reached the Dzongkhag headquarters, making it the last dzongkhag to be connected by motorable road. We can now look forward to much better working condition, comfortable and improved living conditions and lesser hardship.
I am also pleased to announce the launch of the Dzongkhag website which was long over due. This has been made possible as a result of the ICT initiative spearheaded by the Ministry of Information & Communication in its efforts to build people-centered and development oriented information society and bridge the disparity between urban and rural communities, as well as global world.
While it may take a little while to actually realize the full benefit of the ICT, it is a well known fact that its benefits are immense and utility unlimited. Therefore, I urge all my colleagues to make best use of the ICT to keep oneself abreast of the changing world. ICT has changed the nature of work, the range of occupations and skills requirements, and enhanced the quality of life world over. One good example of ICT enabled service is the launch of Health Help Centre (HHC) by the Ministry of Health, which I believe will go a long way in saving thousands of valuable lives. As an information and knowledge-based tool, ICT not only enables networking and advocacy among citizens, but also provides means for enhancing interaction between Governments and their citizens, thereby fostering transparency, accountability and good governance.

Lastly, I would like to say to my colleagues that much has been achieved so far due to your hard work and dedication but we have miles to go. We have yet to complete many planned activities of the 10th Five Year Plan which has to be completed by December 2012. Let us all work with same vigor and dedication towards meeting the needs and aspiration of the people and fulfilling the vision of our beloved Kings and the Government, the Gross National Happiness.
